"Enable those with innovative dreams to focus on their innovative undertakings with confidence and passion".The Binhai Talent Innovation and Entrepreneurship Competition aims to recruit global young entrepreneurial talents, innovative talents, and cutting-edge tech start-ups/high-potential enterprises with overseas resources and backgrounds, building a "BinCai" brand that attracts talents near and far.

一、賽道設(shè)置

Track Setup

按照“8+8+8”現(xiàn)代化產(chǎn)業(yè)體系，圍繞新質(zhì)生產(chǎn)力，重點瞄準(zhǔn)智能科技、綠色石化、汽車工業(yè)、裝備制造、生物醫(yī)藥、新能源新材料、航空航天、現(xiàn)代服務(wù)業(yè)等“1+3+4”主導(dǎo)產(chǎn)業(yè)設(shè)置賽道。

Aligned with the "8+8+8" modern industrial system and new productive forces, the competition sets tracks focusing on the "1+3+4" leading industries: intelligent technology, green petrochemicals, automotive industry, equipment manufacturing, biomedicine, new energy and new materials, aerospace, and modern services.

二、申報條件

Application Criteria

面向全球重點招募具備海外資源和背景的青年創(chuàng)業(yè)人才、創(chuàng)新人才以及前沿科技型初創(chuàng)企業(yè)、高潛力型企業(yè)等。參賽人一般應(yīng)符合以下條件：

Global recruitment targets young entrepreneurial /innovative talents and tech start-ups/high-potential enterprises with overseas backgrounds/resources. Applicants should generally meet the following:

（1）擁有海外學(xué)位或海外工作經(jīng)歷；擁有國內(nèi)外創(chuàng)業(yè)經(jīng)驗或曾在國外知名企業(yè)、機構(gòu)擔(dān)任過中高級技術(shù)（管理）職務(wù)。

Hold an overseas degree or have overseas work experience; have domestic/international entrepreneurial experience or have served in mid-to-senior technical/managerial roles in well-known foreign enterprises/institutions.

（2）擁有2-5名結(jié)構(gòu)合理的創(chuàng)業(yè)團隊，創(chuàng)業(yè)模式及發(fā)展目標(biāo)清晰，核心成員至少有1名具有海外碩士及以上學(xué)位或相當(dāng)于中高級專業(yè)技術(shù)職務(wù)。

Lead a 2-5 member team with a clear business model and development goals; at least one core member holds an overseas master’s degree or equivalent mid-to-senior professional title.

（3）參賽團隊擁有自主知識產(chǎn)權(quán)或核心技術(shù)，有較為成型的創(chuàng)業(yè)項目與計劃，符合濱海新區(qū)產(chǎn)業(yè)發(fā)展要求，核心技術(shù)的產(chǎn)品有較好的市場前景。

The team owns independent intellectual property rights or core technologies, with a mature business plan aligned with Binhai New Area’s industrial development. The core technology/product should have promising market prospects.

Awards

一等獎，資助25萬元

First Prize: RMB 250,000 grant

二等獎，資助15萬元

Second Prize: RMB 150,000 grant

三等獎，資助5萬元

Third Prize: RMB 50,000 grant

每個賽區(qū)獲獎名額一般不超過6個，總共支持18個左右項目。境外人才資助分兩階段兌現(xiàn)：其中20%于印發(fā)獲獎名單之日起1年之內(nèi)，在濱海新區(qū)創(chuàng)辦（含遷入）企業(yè)并簽訂資助協(xié)議后領(lǐng)取（即一等獎5萬、二等獎3萬，三等獎1萬）；剩余80%需待其注冊創(chuàng)辦（含遷入）企業(yè)之日起1年之內(nèi)實際投資額達到獲獎資助1倍及以上，且為至少3名職工（可含參賽人本人）在濱海新區(qū)連續(xù)繳納社保6個月以上后領(lǐng)取（外籍人才可提供在津工作和工資發(fā)放證明）。

Each competition region will generally have no more than 6 awardees, with a total of ~18 projects supported. Grants will be disbursed in two stages:20% of the grant will be issued within 1 year of the award announcement, upon establishing/relocating an enterprise in Binhai New Area and signing a grant agreement (i.e., RMB 50,000 for first prize, RMB 30,000 for second, RMB 10,000 for third).The remaining 80% will be released after the enterprise’s actual investment reaches at least 1x the grant amount within 1 year of registration/relocation, and after providing social security for at least 3 employees (including the applicant) in Binhai New Area for 6 consecutive months (foreign talents may submit proof of employment and salary payments in Tianjin).

Supporting Policies

天津市及濱海新區(qū)針對創(chuàng)新創(chuàng)業(yè)領(lǐng)軍人才、企業(yè)經(jīng)營管理領(lǐng)軍人才、杰出科技人才、青年人才、留學(xué)人員等出臺了一系列配套扶持政策，包括人才落戶、創(chuàng)新創(chuàng)業(yè)資助、科研經(jīng)費補貼、生活補貼、貸款優(yōu)惠等，詳情可通過大賽組委會工作人員咨詢了解。

Tianjin and Binhai New Area offer a range of supporting policies for leading innovation/entrepreneurship talents, managerial talents, outstanding tech talents, young talents, and returnees. These policies include: talent household registration, innovation and entrepreneurship funding, R&D subsidies, living allowances, loan preferentials, etc. Details can be obtained by consulting the staff of the Organizing Committee.
