作者簡介

蔡曉華先生1992年畢業于鄭州糧食學院（現河南工業大學），并于1993年加入鄭州商品期貨交易所，成為首批商品期貨交易員之一。后赴上海交通大學安泰經濟管理學院攻讀EMBA學位。他擁有超過30年的金融證券和期貨行業經驗，在資產管理與投資領域具有豐富的專業知識，尤其在商品定價、套利和量化交易方面。他為我國商品期貨法規的制定和完善貢獻了大量實證案例。工作之余，他喜歡參加越野賽車和羽毛球運動，這兩項運動需要高度的集中和自我控制，這也是金融交易中必不可少的。

論文摘要

在全球經濟競爭加劇和國有企業（SOE）改革深化的背景下，提高中央企業的運營效率已成為中國追求高質量經濟發展的重要議題。同時，隨著市場化改革的推進和資本市場雙向開放，中央企業的市值管理日益成為連接國家戰略與市場價值的關鍵機制，需要建立一個平衡價值創造與價值實現的制度框架。

2009年，國務院國有資產監督管理委員會引入了經濟增加值（EVA）評估體系，明確將資本成本納入其中，旨在引導企業從規模擴張轉向價值創造，從而為中央企業的市場化改革提供新的途徑。本文以2007年至2023年中國A股國有上市公司為樣本，考察了EVA評估體系對中央企業價值創造的影響，重點關注該體系的實施是否有效引導企業管理層優先考慮價值創造并實現預期政策效果。此外，還探討了EVA體系能否解決中央企業在市場價值管理中長期存在的創新效率低下的問題，最終提升其核心競爭力。

本研究的發現不僅有助于更深入地了解EVA評估機制，也為中央企業實現新時代高質量發展提供了新的思路和方法。

Abstract

Against the backdrop of intensifying global economic competition and the deepening reform of state-owned enterprises (SOEs), improving the operational efficiency of central enterprises has become a core issue in China’s pursuit of high-quality economic development. Meanwhile, as market-oriented reforms advance and capital markets open further in both directions, central enterprises’ market value management has increasingly emerged as a pivotal mechanism connecting national strategies with market value, necessitating the establishment of an institutional framework that balances value creation and value realization.

In 2009, the State-owned Assets Supervision and Administration Commission of the State Council introduced the Economic Value Added (EVA) assessment system, explicitly incorporating capital costs to shift enterprises from scale expansion to value creation, thereby providing a new pathway for the market-oriented reform of central enterprises. Using a sample of Chinese A-share state-owned listed companies from 2007 to 2023, this paper examines the impact of the EVA assessment system on value creation in central enterprises, focusing on whether the implementation of the EVA performance assessment system effectively guides enterprise managers to prioritize value creation and achieve the intended policy outcomes. Additionally, it explores whether the EVA system can address the long-standing issue of low innovation efficiency in central enterprises, ultimately enhancing their core competitiveness in market value management.

The findings of this study not only contribute to a deeper understanding of the EVA assessment mechanism but also provide new insights and approaches for central enterprises to achieve high-quality development in the new era.
